Electoral laws of Georgia, Moldova and Montenegro, new Constitution of Kyrgyzstan – the Venice Commission meets in plenary

Dates: 4 and 5 June 2010

Location: Venice, Italy (Scuola Grande di San Giovanni Evangelista)

Organised by: the Venice Commission which is a consultative body of the Council of Europe on constitutional issues, advising member states on the basis of the international standards on the legal foundations of democratic societies.

Description: plenary session and 20th anniversary ceremony

At its 83d plenary session on 4 June, the Commission is expected to adopt the opinions on the legislation concerning inter alia the following issues:

  • Azerbaijan – normative legal Acts;
  • Belarus – amendments to the Electoral Code;
  • Bosnia and Herzegovina – prevention of conflict of interest and freedom of assembly in Canton of Sarajevo, BiH;
  • Bulgaria – forfeiture by the State of illegally acquired assets (second interim opinion);
  • Georgia – Electoral reform;
  • Kyrgyzstan – draft Constitution; 
  • Moldova – amendments to the Electoral Code;
  • Montenegro – Electoral reform and representation of minorities.

The Commission may be invited to adopt the reports on:

  • Assessing an election – timeline and inventory of political criteria
  • Freedom of assembly – joint Venice Commission / OSCE revised guidelines
  • Report on counter-terrorism measures and human rights

All the opinions are public after their adoption and are available on the website of the Venice Commission after the session: www.venice.coe.int.

On Saturday 5 June, the Commission celebrates its 20th anniversary in the presence of the Chairman-in-Office of the Committee of Ministers, the Secretary General, the Deputy Secretary General and the President of the Parliamentary Assembly of the Council of Europe as well as heads of states, ambassadors, presidents of Courts and Commission’s members. More than 300 participants have registered for the event.
