The objectives of the Programme are the following:
- To assist Armenia; Azerbaijan and Georgia in meeting the commitments undertaken upon their recent accession to the Council of Europe, as stated in the Opinions of the Parliamentary Assembly of the Council of Europe, Nos. 221 & 222 (2000) and 209 (1999) respectively, and to assist these countries in reforming their legislative frameworks and implementing new legislation in accordance with the Council of Europe's human rights standards, the rule of law and democratic principles;
- To assist Armenia, Azerbaijan & Georgia in building tolerant, democratic societies founded upon the rule of law and human rights, incorporating European standards, by training professional groups such as judges, prosecutors and the police, and strengthening new democratic institutions and practices.
- To promote the fight against corruption and organised crime, and consolidate measures to prevent conflict by promoting greater respect for human rights, better knowledge and practices amongst professional groups and institutions in Armenia, Azerbaijan & Georgia, as well as by improving the quality of the legislative framework.
