Georgia and The Council of Europe
Pre-accession

On 4 March 1993, the Parliament of Georgia applied for the Special Guest Status at the Parliamentary Assembly of the Council of Europe. The request was satisfied on 28 May 1996.

During 1996-1999, in its capacity of the Special Guest, Georgia participated in the Council of Europe intergovernmental co-operation and assistance programmes in the fields of law, crime problems, human rights and media. Georgia was also involved in the activities of the Education Committee and the Committee of Higher Education and Research Institutions.

On 14 July 1996, Georgia applied for membership of the Council of Europe.

A political organisation set up in 1949, the Council of Europe works to promote democracy and human rights continent-wide. It also develops common responses to social, cultural and legal challenges in its 47 member states.
